January 2026 media reporting gives €70.19 million plus VAT as the phase-two procurement estimate, not an award or amount paid. The utility’s July 2022 announcement gives HRK 146,000,000.00 excluding VAT for phase-one design/build procurement and a then-estimated whole-project value of HRK 611,419,690.00. These figures concern different phases, scopes and estimation dates. Without reconciling scope, VAT and funding eligibility, they cannot be directly compared or added as a financial loss. No final project expenditure is established here.

In July 2022, Regionalni centar čistog okoliša explained construction in two phases through inflation, procurement and EU-funding eligibility constraints. Media reports from January and February 2026 describe renewed phase-two procurement and continued delays. The projection of trial operation in summer 2028 depends on procurement and commencement assumptions; it is not a binding opening date. Underlying current tender and award files were not retrieved. Lećevica is separate from Karepovac remediation, although both matter for regional waste capacity.
