Recycling: 2024 result below the target
What is established
The official 2024 report records recycling below the earlier target; Croatia’s request to postpone the 2025 target establishes neither approval nor a fine.
Open questions
- The 2025 municipal-waste recycling result.
- Whether target postponement was approved and on what terms.
Money journey: what is documented
These stages do not prove that the same euro passed through every step. Grants and contracts may be part of a budget, not additional spending.
Unknown is not zero.
Every amount and its period
What the money tells us
These percentages measure waste-management outcomes, not money lost from the public budget. The collected sources establish neither a monetary penalty for this shortfall nor a financial-loss estimate. A postponement request is not proof that postponement was approved or a fine imposed. The 2025 recycling result remains unverified; a separate landfill-data publication for 2025 does not replace the annual municipal-waste report. No damage amount is derived from these percentages.
Figures have different purposes and periods. They should not automatically be added together or treated as losses.

The official 2024 report, revised on 4 July 2025, records 37% recycling and 51% landfilling of municipal waste. It says the 50% target for 2020 was missed and identifies a 55% target for 2025. The Commission’s 2025 review reports Croatia’s request to postpone that target, not approval of the request. At retrieval on 4 October 2026, the 2024 report remained the newest annual municipal-waste report listed in the official catalogue.
