Project & costs
Piškornica: costs rise, final account unverified
What is established
Procurement exceeded initial estimates and required study revisions; the loan is financing, and final costs are not established.
Open questions
- Underlying phase-two grant documents.
- Contract variations and final invoices.
- A reconciled starting estimate and final whole-project cost.
Money journey: what is documented
These stages do not prove that the same euro passed through every step. Grants and contracts may be part of a budget, not additional spending.
Unknown is not zero.
Every amount and its period
Budget / estimate1 amount
Multi-year project without an established cost range; not final paid expenditure. Contract, continuation-financing frame and loan overlap this investment.
Contract / tender1 amount
Piškornica signed on 4 May 2023; counterparty returned it on 1 June 2023. Component of wider investment; VAT and payment range unestablished. The 44-month term is not a calculated end date.
Financing2 amounts
Operator describes the 16 October 2025 decision in its 28 August 2026 article. Mixed funding, not solely an EU grant. PKK 2021–2027 does not prove payment years; not additive to whole investment.
Contracted in April 2026, according to the 28 August 2026 article; drawdown and repayment unconfirmed. Finances the existing investment, not an extra cost.
What the money tells us
The 2023 design/build contract is €88,910,270.74; its VAT treatment was not established from the retrieved dossier. The operator’s 28 August 2026 whole-investment estimate is €118,516,488, including transfer stations. Its €85,156,253.76 continuation-financing frame, described for the government’s 16 October 2025 decision, overlaps that investment. A €16.7 million HBOR loan signed in April 2026 finances the beneficiary’s own contribution. The contract, investment estimate, financing frame and loan cannot be added: the loan funds the project rather than adding construction expenditure, and final costs remain unverified.
Figures have different purposes and periods. They should not automatically be added together or treated as losses.
Read the full explanation
A dossier published by Krapina-Zagorje County records procurement outcomes above initial estimates, requiring changes to the feasibility study and cost-benefit analysis. On 28 August 2026, Piškornica’s operator published an updated investment estimate for the centre and transfer stations, alongside continuation-financing information. This shows cost escalation and financing risk, not an irregularity established by a court or an audit. Final invoices, contract variations and a reconciled starting baseline for the whole project cost have not been verified.
