Audit finding
Marišćina: shortcomings in the 2022 audit
What is established
The 2022 audit documented planning, contracting and landfill-capacity shortcomings; the 2026 assembly decisions do not establish full implementation of its recommendations.
Open questions
- Full implementation of the audit recommendations.
- Financial and auditor annexes to the 2026 reports.
- Reconciled current capacity information and waste records.
Money journey: what is documented
These stages do not prove that the same euro passed through every step. Grants and contracts may be part of a budget, not additional spending.
Unknown is not zero.

Državni ured za revizijuWhat the money tells us
The audit records HRK 256,755,601.00 paid for the centre-construction project, including HRK 178,367,362.00 in EU financing. That contribution is already inside the total, not extra spending. Separately, it records a 2019 pre-tax loss of HRK 4,845,021.00 and 2021 Fund support revenue of HRK 2,688,706.53 for waste-derived-fuel disposal. An accounting loss is not established damage, and support receipts are revenue. Construction expenditure, an annual result and support revenue are different categories, not an aggregate of money lost.
Figures have different purposes and periods. They should not automatically be added together or treated as losses.

The State Audit Office’s 23 November 2022 report rated Ekoplus’s activities partially effective. It identified shortcomings in planning, contracting, handling recoverable waste, landfill capacity and records. This is a historical finding, not an automatic assessment of Marišćina today. Company assembly decisions from June 2026 approve reports and initiate a stabilisation study, but omit the referenced financial and auditor annexes. Full implementation of the recommendations and current reconciled capacity information have not been verified.
