Financial outcome
Biljane Donje: penalties for Crno brdo
What is established
Court penalties are established, but payment is unverified; the Fund’s completion report does not establish European Commission acceptance of the cleanup.
Open questions
- Commission confirmation and the penalty accounting cessation date.
- Final daily-penalty bill and amounts actually paid.
- Access-road completion and acceptance records.
Money journey: what is documented
These stages do not prove that the same euro passed through every step. Grants and contracts may be part of a budget, not additional spending.
Unknown is not zero.

Legal & financial outcomes2 amounts
Imposed on 6 March 2025; payment and payment period unconfirmed. The same obligation appears in both national and regional cases.
Daily rate, not total debt. FZOEU reported cessation on 19 August 2026; legal end date and final bill unconfirmed. Duplicate of the same obligation.
What the money tells us
The Court imposed a €1,000,000 lump sum and €6,500 for each day from publication until full execution of the 2019 judgment. Payments and the final daily-penalty account are unverified. The Fund’s 19 August 2026 completion statement is not independent confirmation of the accounting cessation date; no accrual through 4 October 2026 is assumed. The ministry’s July project value of €17.62 million and the Fund’s August €17.5 million overlap. Their difference is unreconciled, and neither is an additional penalty or proven loss.
Figures have different purposes and periods. They should not automatically be added together or treated as losses.
Read the full explanation
On 6 March 2025, the EU Court imposed penalties on Croatia for failing to execute its 2 May 2019 judgment concerning the Crno brdo slag dump. On 19 August 2026, the Environmental Protection and Energy Efficiency Fund reported completed remediation, removal and recovery of about 124,000 tonnes, and cessation of penalty liability. This is not independent European Commission confirmation. Access-road finishing was still expected that month. This site is not the separate Biljane Donje waste-management centre.
