What the money tells us
The February 2026 old-cell works contract is €3,792,042.38 including VAT. This is a contractual commitment, not certified payments or the entire centre’s construction cost. The Fund’s July 2025 announcement puts the wider remediation project at about €4.7 million, with almost €4 million in NPOO grant funding. The wider estimate overlaps the works contract; its VAT status is unspecified. The grant is financing, not extra spending. These figures cannot be added or treated as proof that money was lost.

In February 2026, Šibenik announced a contract to remediate and close Bikarac’s old landfill cell. The operator’s March 2026 notice says a procurement appeal was rejected and work began, but the underlying appeal ruling was not retrieved. Its 21 August 2026 update describes reuse of slag and construction material and forecasts completion by the end of that month. A forecast is not evidence of completion or acceptance, and these sources establish no irregularity.
