More about the data
The budget in detailrevenue, expense, investment, staff
All amounts: the city’s own budget only — excluding its institutions and utility companies, not added to other governments. Every figure keeps its own year.
Where the money comes from
Taxes, charges and transfers finance the budget. This is not a trace of your individual payment.
What it is spent on
Actually spent in the year, not the plan. Items are already part of the total and are not added again.
What these figures mean
Operating revenue
- Includes
- Annual realised amount (January–December) from the government’s own financial report, level 22, Ministry of Finance. Class 6: taxes, transfers, fees, charges and other operating revenue.
- Excludes
- Revenue from selling assets (class 7), borrowing and receipts from financial assets (class 8), and own revenue of budget users (kindergartens, institutions) not in the government’s own report.
- You cannot conclude
- How much any individual resident paid, or whether the budget ran a surplus or deficit — that needs all revenue and expense of the same year.
Tax revenue
- Includes
- Annual realised amount (January–December) from the government’s own financial report, level 22, Ministry of Finance. Account 61: taxes that belong to the government (e.g. its share of income tax and local taxes). Already included in operating revenue.
- Excludes
- Taxes that belong to the state (e.g. VAT), pension and health contributions, and communal fees and contributions (these are not taxes).
- You cannot conclude
- The tax rate or residents’ tax burden; the amount also depends on how many people work and their pay. Do not add to operating revenue — it is already in it.
Transfers received
- Includes
- Annual realised amount (January–December) from the government’s own financial report, level 22, Ministry of Finance. Account 63: transfers from the state, other budgets and EU funds received in the year. Already included in operating revenue.
- Excludes
- Money approved but not received that year, and transfers received directly by the government’s institutions.
- You cannot conclude
- Whether the government is “dependent” or good at projects: the amount depends on allocation rules and on when money for a project arrived. Do not add to operating revenue.
Operating and capital expense
- Includes
- Annual realised amount (January–December) from the government’s own financial report, level 22, Ministry of Finance. Class 3 (operating expense) and class 4 (non-financial assets: roads, buildings, equipment).
- Excludes
- Loan repayments and financial-asset outlays (class 5), spending of utility companies, and what the government’s institutions spend outside its own report.
- You cannot conclude
- Whether money was spent well or badly, or how good services are. The expense year is not necessarily the year a decision was made.
Capital investment
- Includes
- Annual realised amount (January–December) from the government’s own financial report, level 22, Ministry of Finance. Class 4: non-financial assets — roads, buildings, equipment, land. Already part of total expense.
- Excludes
- Maintenance (that is class 3), investment by utility companies, and investment institutions pay from their own revenue.
- You cannot conclude
- How many projects were finished or whether they were needed. Investment varies a lot year to year, so one year is not a trend.
Staff costs
- Includes
- Annual realised amount (January–December) from the government’s own financial report, level 22, Ministry of Finance. Account 31: wages, contributions and other staff costs of the government itself. Part of operating expense.
- Excludes
- Staff of kindergartens, schools, institutions and utility companies, and contracted work paid as services (account 32).
- You cannot conclude
- Headcount or any individual salary. Governments doing work in-house rather than via contractors show more here and less under services.
Materials and services
- Includes
- Annual realised amount (January–December) from the government’s own financial report, level 22, Ministry of Finance. Account 32: materials, energy, services, maintenance and expense reimbursements. Part of operating expense.
- Excludes
- Wages (account 31), investment (class 4) and institutions’ costs outside the government’s report.
- You cannot conclude
- Energy use in kWh or the price of any single service — this is a money amount, not a measurement.
Services: waste and welfarecosts and results
On the left, what the government spent; on the right, what was measured. We do not divide one by the other.
Measured citizen time, energy use and service satisfaction are not in the data.

Overview amounts are rounded; original cells appear below. Economic and functional classifications are two views of the same expense, not additional money. A publication date is not a spending year.
Annual realized I–XII, level 22 (the government itself, not its budget users). Economic and functional sections overlap and must not be added; parent accounts are not added to children. Functional classification covers classes 3 and 4 excluding transfers to own budget users (367). original is the stored cell lexeme; the publisher displays whole euros.
