Why the figures are comparable
The same EU cohesion-policy 2021–2027 operation, linked only by its exact official operation code (Kohesio Operation_Local_Identifier = programme CCI + '_' + national code; national list: MIS project code / OPERATION ID). Only amounts with the same meaning, in euro, are compared: Kohesio 'Total eligible expenditure allocated to the operation' (mandatory list-of-operations field, Art. 49(3) Regulation (EU) 2021/1060) and the national list column with the same title 'Ukupni prihvatljivi izdaci dodijeljeni operaciji (EUR) / Total eligible expenditure allocated to the operation (EUR)'. The total cost of the operation (ULJP list) is not eligible expenditure, and Kohesio does not publish the meaning of its EU amount field (Project_EU_Budget); such pairs are refused as not comparable. The snapshots differ: Kohesio 2026-09-24, national lists as at 2026-06-30. Both sources publish euro amounts to the cent (the Kohesio export has at most two decimals; the national cell is stored as a binary floating-point number, so the shortest decimal that gives the same stored number is used).
